Dear DHPE Members, Partners and Supporters,


It is will great sadness to announce that the Directors of Health Promotion and Education (DHPE) have finally closed our doors after being in operation for 72 years. The Association of State and Territorial Directors of Health Promotion and Public Health Education (ASTDHPPHE) dba the Directors of Health Promotion and Education (DHPE) is dissolving. As with many non-profits in recent years, DHPE has been challenged to do more with less.  

On behalf of the Board of Directors of DHPE, I want to thank all of you who have contributed to the success of DHPE over its 72-year history.  We have accomplished so much toward our shared mission of strengthening public health capacity in policy and in systems change to improve the health of all and achieve health equity. 

Although DHPE is dissolving, the programs that we collectively have worked hard to establish and maintain will be continuing under new leadership. The assets of these programs have been given to the excellent caretakers, which are highlighted below.

Again, thank you for all your hard work and support of all our programs, and we hope you will utilize some of these resources as your agency pursues future policy, systems and environmental change approaches to improve the health of our communities and the Nation!

The Society for Public Health Education (SOPHE), a nonprofit organization with our shared goals and vision, will maintain the balance of DHPE programs, that are NOT designated below, on their website. We want all of our former members and partners to reach out to SOPHE as an organizational home and/or resource for future professional development. They will be offering special membership pricing for former members of DHPE. SOPHE can be reached at: https://www.sophe.org/

Systems Change for Health

Starting January 1, 2018, Carolyn Crump, PhD and James Emery, MPH - the curriculum developers for Systems Change for Health (SCH) - will be administrating and operating the program. You may view the courses at the new website:

Minority Internship and Fellowship Program

The Association of State Public Health Nutritionists (ASPHN) is operating the Health Equity Internship Program starting in January 2017. Lupus Health Education Program

The purpose of the DHPE Lupus Health Education Program entitled LEAP is to reduce lupus related health disparities among racial and ethnic minority populations disproportionately affected by this disease by conducting a national lupus education initiative. The caretaker agreement is still under development.

National Implementation and Dissemination for Chronic Disease Prevention Initiative

The CDC-funded National Implementation and Dissemination for Chronic Disease Prevention Initiative, also referred to as Partnering4Health has come to an end. DHPE would like to thank each of you for your participation and support of the project over the past three years. Several resources have been created as a part of Partnering4Health and these resources are available to you and your affiliates to be utilized in the future. Learn more below:

  • The Partnering4Health white paper has been released.  The white paper includes both a summary documentas well as pull-outs for each focus area of physical activity, nutrition, smoke-free environments and community clinical linkages. 
  • The Partnering4Health microsite hosts the white paper as well as additional resources from the national project. The site is hosted by the Society of Public Health Education (SOPHE) at http://partnering4health.org
  • DHPE created an online sustainability course, featuring several community partners.  The course also has an accompanying toolkit created by SOPHE.
  • A  final video integrates interviews with national partners, including American Health Association, American Planning Association, and the National WIC Association, from the Denver meeting.

DHPE's Annual Member Institute 2013 featured the following speakers.

Jeff Levi, PhDJeff Levi, PhD
Executive Director
Trust for America's Health

Dr. Levi is the Executive Director of the Trust for America's Health, where he leads the organization's advocacy efforts on behalf of a modernized public health system. He oversees TFAH's work on a range of public health policy issues, including implementation of the public health provisions of the Affordable Care Act and annual reports assessing the nation's public health preparedness, investment in public health infrastructure, and response to chronic diseases such as obesity. In January 2011, President Obama appointed Dr. Levi to serve as a member of the Advisory Group on Prevention, Health Promotion, and Integrative and Public Health. In April 2011, Surgeon General Benjamin appointed him chair of the Advisory Group. Dr. Levi is also Professor of Health Policy George Washington University's School of Public Health, where his research has focused on HIV/AIDS, Medicaid, and integrating public health with the healthcare delivery system. He has also served as an associate editor of the American Journal of Public Health, Deputy Director of the White House Office of National AIDS Policy. Ursula E. Bauer, PhD, MPHUrsula E. Bauer, PhD, MPH
Director, National Center for Chronic Disease Prevention and Health Promotion at the U.S. Centers for Disease Control and Prevention (CDC)

Dr. Bauer is the Director of the National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), a position she assumed on January 4, 2010. Prior to becoming director of NCCDPHP, Dr. Bauer was director of the Division of Chronic Disease and Injury Prevention in the New York State Department of Health. She was named to that post in March 2008. She provided leadership, vision, and direction to the state's chronic disease programs and efforts to integrate prevention activities into a focused set of strategies to reduce the burden of chronic disease, reduce health care costs, and improve the health of New Yorkers. Dr. Bauer joined the New York health department in 2001 as the director of its Tobacco Control Program. In that role Dr. Bauer transformed the program into a focused, effective exemplar of tobacco control strategy and practice. She doubled the program's funding from $43 million to $85 million and implemented key evidence-based policy strategies, including two cigarette excise tax increases and the statewide Clean Indoor Air Act. Prior to her service in New York, Dr. Bauer worked as a chronic disease epidemiologist with the Florida Department of Health and, as a CDC epidemic intelligence service officer, with the Louisiana Office of Public Health. She conducted public health surveillance, led evaluation and research programs, and designed and implemented systems and studies to monitor and demonstrate the impact of public health interventions. She was also an assistant professor at the University of South Florida's College of Public Health. One of Dr. Bauer's sentinel publications was an August 2000 JAMA article that documented a 40-percent reduction in smoking among Florida middle school students and an 18-percent drop among the state's high school students in a 2-year period following implementation of the Florida Pilot Program on Tobacco Control. Dr. Bauer received her Ph.D. in Epidemiology from Yale University, an M.P.H. in Family Health from Columbia University, and a Master's degree in Political Science from Rutgers, The State University. Kaye Bender, PhD, RN, FAANKaye Bender, PhD, RN, FAAN
President and Chief Executive Officer
Public Health Accreditation Board

Dr. Bender has been the President and CEO of PHAB since 2009. Dr. Bender has over 26 years' experience in public health practice and administration, working at both the state and local levels within the Mississippi Department of Health. Her last position there was as Deputy State Health Officer. Dr. Bender also served for 6 years as Dean of the School of Nursing and Associate Vice Chancellor for Nursing at the University of Mississippi Medical Center in Jackson, MS. She chaired the Exploring Accreditation Project, funded by CDC and the Robert Wood Johnson Foundation. This study was the precursor to the establishment of the Public Health Accreditation Board, the first national organization charged with administering a national accreditation program for state, local, tribal and territorial health departments in the United States. Dr. Bender also served on the Institute of Medicine study committees for "The Future of the Public's Health in the 21st Century" and "Who Will Keep the Public Healthy". She currently serves as Chair of the APHA Education Board and as past chair of the Public Health Leadership Society. Dr. Bender was recognized by the APHA Health Administration Section with their Excellence in Health Administration Award in 2010; by the Association of State and Territorial Directors of Nursing with their Award of Merit in 2010; by the Association of State and Territorial Health Officials with the Noble J. Swearingen Award in 2003; and by the American Nurses Association with their Pearl McIver Public Health Nursing of the Year Award in 2000.
